What is a Watershed Management Plan?

​A watershed is all the land area where rainfall and snowmelt drain to a common lake, river, or stream, carrying everything in their path downstream.
Rainfall carries soil, nutrients, and pollutants from farms, lawns, roads, shorelines, and septic systems into streams and lakes. While no single source causes water quality problems, their combined impact can lead to excessive aquatic plant growth, algae blooms, poor water clarity, habitat loss, and declining fisheries. Protecting our lakes requires a watershed-wide approach that reduces pollution before it reaches the water.

Eutrophic Conditions Emerging Across the Marble–Coldwater Chain​

Some lakes in our chain are already eutrophic, and long-term data indicate a broader shift toward eutrophic conditions across the Marble–Coldwater Chain—reinforcing the need for timely intervention.  View our Data Page.  This means higher nutrient levels, increased risk of algae growth, and declining water clarity over time.
Many residents have already observed visible indicators of water quality stress, including:
  • Algae growth (blooms)
  • Surface foam
  • Declining water clarity
Photos documenting these events help demonstrate that the concerns being discussed are not theoretical—they are already visible in the lake system.

We cannot solve water quality issues in one Lake without addressing the entire watershed. Nutrients move through the chain, so solutions must consider the whole system.

That is precisely why the Marble-Coldwater Clean Water Partnership focuses on a chain-wide approach.

What we don’t yet know is which sources are contributing most to the problem.

That’s exactly what a Watershed Management Plan (WMP) is designed to determine.

Scientists don’t just measure the water in the lake — they also study the entire watershed, which is all the land area that drains into it.

In addition to sampling water quality in the lake and its tributaries, they examine features of the surrounding landscape such as soil types, land slopes, stream channels, shorelines, roads, septic systems, lawns, farms, forests, and wetlands.

This information is combined with the water data in a calibrated watershed model that estimates how much pollution is coming from different sources, including shoreline erosion, septic systems, lawn and road runoff, upstream agriculture, and wildlife.

​The result? A clear, science-backed roadmap showing where action will have the greatest impact.

Marble–Coldwater Clean Water Partnership: Watershed Plan Update

A watershed is an area of land where all the water drains to a common point, such as a lake, river, or wetland. Watersheds play a critical role in water quality, wildlife habitat, and community health because activities on the land — from development to recreation — directly affect the water that flows through it.

A Watershed Management Plan (WMP) is a science-based roadmap that identifies water quality challenges, sets priorities for action, and recommends strategies to protect and improve the health of the watershed.

Why We Are Developing a Watershed Management Plan
At this time, there is no current, accessible Watershed Management Plan for the lake chain. If a plan was completed decades ago, it is not available for reference and would not reflect present-day lake conditions, land use patterns, recreational pressures, or current environmental standards.

Water quality science, regulatory requirements, and watershed planning methodologies have evolved significantly over the past 30+ years. Developing a modern, data-driven plan ensures that future decisions are ​informed by current information and best practices.
​This effort establishes a credible foundation for long-term water quality protection.

Importance of Grant Eligibility
An approved Watershed Management Plan is often required to apply for many state and federal water quality grants.
In particular, Clean Water Act Section 319 Nonpoint Source (NPS) grants:
  • Are administered in Michigan through the Department of Environment, Great Lakes, and Energy (EGLE)
  • Provide funding for projects that address nutrient pollution, sediment runoff, and other nonpoint source impacts
  • Support implementation activities such as stormwater improvements, shoreline stabilization, habitat restoration, and best management practices

Without an approved Watershed Management Plan that meets state and federal standards, we are ineligible to apply for these funding opportunities.


Why This Matters to Residents
Developing a Watershed Management Plan:
  • Positions the lake chain to compete for outside funding
  • Reduces reliance solely on local financial contributions
  • Ensures future projects are prioritized using data and community input
  • Strengthens credibility with state and federal partners

The Partnership is led entirely by volunteers.  Board members donate their time and expertise.
However, developing a science-based Watershed Management Plan requires funding.
